What business loans are available in Wales?
Business loans in Wales come from the same products as anywhere in the UK: unsecured business loans, asset finance, invoice finance, commercial mortgages and revolving credit. Most UK-wide lenders consider Welsh businesses. What sets Wales apart is the public lending, led by the Development Bank of Wales, and the Welsh rules on property tax and business rates.
There are about 194,000 private sector businesses in Wales, according to the Department for Business and Trade’s business population estimates for the start of 2025. In the Longitudinal Small Business Survey 2025, 70% of Welsh SME employers used external finance, the same share as in England.
| Product | What it is for | Typical use in Wales |
|---|---|---|
| Term loan | A lump sum repaid in fixed instalments, often over one to five years | Fit-outs, stock for a contract, hiring ahead of growth, a tax bill |
| Asset finance | Hire purchase or leasing secured on the asset | Farm and food-processing machinery, vans, plant and engineering equipment |
| Invoice finance | Cash released against unpaid business invoices | Manufacturers, recruitment agencies and contractors on long payment terms |
| Commercial mortgage | A long-term loan secured on business premises | Buying a shop, guest house, workshop or unit instead of renting |
| Merchant cash advance | An advance repaid from card takings | Tourism and hospitality businesses with seasonal takings |

What does the Development Bank of Wales lend?
The Development Bank of Wales is wholly owned by the Welsh Ministers and lends to businesses based in Wales or willing to relocate there. When we checked on 15 October 2026, its loans ranged from £1,000 to £10 million over terms of up to 15 years, with fixed interest rates set by the business’s circumstances. It says it manages funds totalling £2bn.
| Loan or fund | Amounts | Worth knowing |
|---|---|---|
| Micro loans (Wales Micro Loan Fund) | £1,000 to £100,000, repaid over one to 10 years | No arrangement fee and no early repayment charge. Not dependent on trading history |
| Fast track loans | Up to £100,000 | For businesses trading two years or more; a decision in two working days once all information is in |
| Large business loans (Wales Flexible Investment Fund) | £100,000 to £10 million | The £500m fund covers deals from £25,000 to £10 million, including loans, mezzanine and equity |
| Wales Business Succession Fund | £500,000 to £5 million | Blended equity and loans for management teams buying the business they run |
| Wales Tourism Investment Fund | £100,000 to £5 million, over 10 to 15 years | For distinctive tourism projects that fit Welsh Government priorities |
| Green Business Loan Scheme | £1,000 to £1.5 million | Discounted rates for energy efficiency and decarbonisation; two years’ trading and filed accounts needed |
| Property development funds | Residential £150,000 to £10 million; commercial £250,000 to £5 million | For SME developers based in Wales building in Wales |
Two Welsh-specific details are worth knowing. Working with the Welsh Government, the bank can cut its interest rate by up to 2% for businesses based in, or moving to, a Welsh Enterprise Zone. And it carries out soft credit searches on the individuals running the business, so its own checks leave no footprint on their credit files.
What is the Investment Fund for Wales?
The Investment Fund for Wales is a £130m British Business Bank fund covering the whole of Wales, including rural, coastal and urban areas. It was open for applications when we checked on 15 October 2026. You apply to its fund managers directly.

Business Wales, the Welsh Government-branded advice service, offers free guidance on starting and growing a business, signposts finance including the Development Bank, and runs a helpline on 03000 6 03000. Grants are a separate subject: this page covers repayable finance, and the Development Bank says its loans can be combined with grants from other providers.
Can a Welsh business use the Growth Guarantee Scheme?
Yes. The Growth Guarantee Scheme is open across the UK through accredited lenders. The government guarantee covers 70% of the facility for the lender; the borrower remains 100% liable for the debt. Our Growth Guarantee Scheme guide explains eligibility and terms.
By 30 June 2026, Welsh businesses had drawn £138.99m across 912 facilities under the scheme and the last iteration of the Recovery Loan Scheme before it, according to the British Business Bank’s performance data. UK-wide context is in our UK SME finance statistics.
Which lenders are based in Wales?
Four lenders with a Capzy profile have their head office in Wales: Federal Capital in Sealand, Flintshire; FW Capital in Wrexham; Signature Property Finance in Treforest; and Sonovate in Cardiff. The table shows one product from each, in alphabetical order, exactly as their profiles show them. It is not a ranking, and a profile does not mean a lender works with Capzy. Compare the wider market on our lenders directory.
| Lender | Product | Amount | Term | Repayment |
|---|---|---|---|---|
| Federal Capital | Unsecured commercial loan | £5,000 to £200,000 | 3 to 12 months | Direct debit; first repayment one month after payout |
| FW Capital | Loans for growth | Loans starting at £25k | Not published | Not published |
| Signature Property Finance | Development funding | Facilities from £250k to £3m; up to 65% of GDV or 80% of total costs (the lower of) | Max 24 months | Not published |
| Sonovate | Invoice funding (contract and temporary) | Not published | Ongoing facility | Not published |
Federal Capital takes applications only through brokers, Signature Property Finance funds property projects and Sonovate funds recruitment agencies and consultancies, so each suits a different need.
What Welsh rules affect borrowing?
Land Transaction Tax
If a loan funds a commercial property purchase in Wales, you pay Land Transaction Tax (LTT) to the Welsh Revenue Authority, not Stamp Duty Land Tax. On non-residential property the Welsh Government’s rates are 0% up to £225,000, 1% from £225,001 to £250,000, 5% from £250,001 to £1 million and 6% above £1 million. On a £465,000 purchase that works out at £11,000 by our calculation. Budget for it alongside the deposit, because most lenders do not fund the tax. Our commercial mortgages guide covers deposits and loan-to-value.
Small Business Rates Relief in Wales
Wales calls business rates non-domestic rates, and its Small Business Rates Relief is funded by the Welsh Government and applied automatically by councils. Premises with a rateable value up to £6,000 get 100% relief, tapering to zero at £12,000. Relief is limited to two properties per business in each local authority, and registered childcare premises and small post offices get more. In 2026-27 the standard multiplier is 0.502 and the retail multiplier 0.350. Lower rates mean lower fixed costs, which helps the affordability test a lender runs.
Insolvency in Wales
Wales shares its insolvency system with England. The Insolvency Service reports 50.1 company insolvencies per 10,000 companies in England and Wales in the 12 months to August 2026, or one in 200.
A sole trader is personally liable for business borrowing, and a director who signs a personal guarantee becomes liable for the amount it covers. The Development Bank of Wales asks for personal guarantees in some cases, as do many lenders. Read our guide to personal guarantees before you sign one.
What do lenders look for?
Lenders apply the same tests in Wales as elsewhere in the UK. Expect to be asked for:
- Recent business bank statements, usually the first thing a lender reads
- Filed accounts, and management accounts if the filed set is old
- The credit history of the business and its directors
- Existing borrowing and how it is being repaid
- What the money is for, with a quote or invoice for any asset
- Security on offer, and whether directors will give a personal guarantee
For a micro loan, the Development Bank of Wales asks for a business plan summary, up to two years of accounts, a cash flow forecast, management information, three months of bank statements and a statement of assets and liabilities.
Which funding fits your sector?
Each sector borrows for different reasons, and the right product follows the need.
- Hospitality funding for kitchens, refits and the quiet months outside the tourist season.
- Manufacturing finance for machinery, raw materials and unpaid invoices.
- Construction funding for plant, vans and cash flow between stage payments.
- Recruitment agency finance for funding contractor payroll against invoices.
- Farm and agricultural finance for machinery, livestock and land.
How does Capzy help Welsh businesses?
Capzy is a credit broker, not a lender, with its registered office in Belfast and clients across the UK, Wales included. You tell us what the business needs, and we check which lenders on our panel consider Welsh businesses before introducing you to the ones that fit. The lender makes the decision, and the lender pays our commission. Funding is subject to status and lender criteria.
You can check your funding options online. That check is a soft search, which does not affect your credit score; a full application to a lender may involve a hard search. The Development Bank of Wales and the Investment Fund for Wales take applications directly, so if one of them suits you better, approach it yourself.
When is borrowing not the right option?
Borrowing is the wrong option when the business cannot comfortably afford the repayments from normal trading. Interest and fees mean you repay more than you borrow.
- With asset finance, the lender can take back the asset if payments are missed.
- Short-term funding used for a long-term shortfall tends to need refinancing, at further cost.
- Several facilities taken at once can leave repayments the business cannot carry.
- If the pressure is a tax bill, ask HMRC about Time to Pay before you borrow.
Talk to your lender early and take independent, free debt advice before borrowing more.
